Since the introduction of Nagaland Liquor Total Prohibition (NLTP) Act 1989, revenue earning of the Excise & Prohibition department has been reduced drastically.
According to the annual administrative report 2020-21 of the Excise & Prohibition department, Nagaland tabled at the recent 7th session of 13th Nagaland Legislative Assembly (NLA) here, the revenue receipts of the department in 1987-88 was Rs 584.37 lakh. The figures saw a gradual decline over the years after the implementation of the Act in 1989. (See table)
During the current financial year, the revenue receipts on excise duty and licence fee (April 20 to January 2021) stands Rs 165.15 lakh as per the report.
The Excise Department implements the Nagaland Excise Act 1967, the Narcotic Drugs and Psychotropic Substances Act 1985, and the Nagaland Liquor Total Prohibition Act and Rules 1989.
After the Nagaland government introduced the NLTP Act 1989, the main function of the department went from a regulatory role to that of enforcement.
The only source of the excise revenue is from sale of liquor to defense personnel through canteen store depots and to paramilitary bonded warehouses and fine amount realized from excise violators.
There are 336 enforcement personnel in the department.
Narcotics and liquor cases
During the financial year 2020-21 (April 2020 to December 2020), the department has reportedly detected and registered 1187 narcotics and liquor cases and arrested 1188 persons. The street value of seized articles was Rs 431 lakh. (See table)
