Operational framework to implement PRI-CBO convergence activities in Nagaland

Kohima, April 12 (MExN): Convergence is a challenge especially with departments working within their own annual action plan targets. However, coordination has also been initiated in some areas, with or without signing of MoUs, especially for the community beneficiaries in projects and schemes, and flagship campaigns amongst various departments.

In order to further strengthen convergence efforts at the grassroots level through the existing community institutions, a two-day stakeholders’ workshop under PRI (Panchayati Raj Institution)-CBO (Community Based Organizations) convergence is underway, stated a press release issued by SPM-SISD/KMC, NSRLM, Kohima. Altogether 12 departments and related agencies are participating in the workshop organised by the Nagaland State Rural Livelihoods Mission (NSRLM) at Hotel de Oriental Grand, Kohima on April 11 to 12.

The workshop is held to develop a state operational framework to implement the PRI-CBO convergence activities in Nagaland. Given the village councils structure in the state, the framework will be designed to include the features of the structure in the overall architecture, it stated.

The NSRLM will be supported by Kudumbashree, an MoRD empanelled National Resource Organization (NRO) based in Kerala as knowledge and technical support partner. Resource persons from the NRO are present to facilitate the workshop in the presence of Kavita Maria, Mission Manager, NMMU, MoRD.

The objectives of the workshop are to initiate preparation of the State Operational Framework for PRI-CBO Convergence; involvement of different stakeholders at the state level to prepare this plan; Role of different stakeholders in the implementation of PRI-CBO Convergence; Planning for upcoming activities namely, drafting of MoU between the NSRLM and NRO; formation of core committee for drafting and finalization of the State Operational Framework.

PRI-CBO convergence primarily aims to provide a common platform for the village key functionaries and community-based organizations namely the SHG institutions under NSRLM, to work together towards social development through sharing of issues, putting up of demands and facilitation for access to schemes and entitlements through support of line departments. In Nagaland, the NRO support will be through universalization strategy covering 11 RD Blocks.

On day-one, presentation on universal roll out of PRI-CBO convergence was given by Harshita Jha and Madhulika Joshi, thematic anchors, NRO Kudumbashree. Scoping study report was presented by Meghna Sen and Qheboka Sumi, NRO.

M Rollan Lotha, Chief Operation Officer, NSRLM spelt out the goal and vision statement of NSRLM and laid emphasis on convergence at the grassroots level as the expected outcome of the workshop which needs to be strengthened through a comprehensive framework involving the stakeholders. Objective setting was presented by Kenivole Richa, Program Manager, NSRLM and Khriezovonuo Lhoungu delivered the welcome and introductory note. The workshop concluded with quarter wise implementation plan along with responsibility of stakeholders and role of panchayat through group activities.
