Noklak, May 29 (MExN): The foundation stone of the District Court Complex at Noklak district was laid on May 28. Justice Songkhupchung Serto, Judge, Gauhati High Court, Kohima Bench & Executive Chairman, NSLSA addressed public at White hall, Noklak village after laying the foundation stone.
The programme was organized by the Nagaland State Legal Services Authority (NSLSA) where an awareness programme on four priority schemes- Social Welfare Schemes, Health schemes, Right to Education and National Food Security Act was organized, stated a press release issued by Ketholeno Neihu, PRA, NSLSA.
In his address, Justice Serto said that it was considered in the past that food, clothing and home were basic necessities of humans. However, over the years, it was realized that a person cannot live without the right to dignity and for which the ‘A’ was added to Article 21 for which Right to Education Act was introduced to provide free and compulsory education to children. Therefore, he called parents to ensure their children free and compulsory education.
Serto asked the villagers to know their rights and basing on the four schemes and opined that the government has provided every person with different rights and entitlement and therefore it was our duty to pluck the fruit of the schemes.
Dr Pritpal Kaur, IPS, Superintendent of Police, Noklak stated that law was part of Criminal justice system. “The bringing of a court would be profitable to people of Noklak as it would make easier justice delivery system better for the public especially for victims and accused,” Kaur said.
Justice Kakheto Sema, Additional Judge, Gauhati High Court, Kohima Bench opined that the legal services and court were inseparable wings in the justice delivery system for the people. The justice pointed that with the laying of foundation stone for the young District, Noklak has also come in the map of the Judicial headquarter where a court and legal services will come into form, Sema added.
Nino Iralu (NJS), Secretary, Judicial Law and Justice Department described the role of Para Legal Volunteers as harbingers of justice especially in rural areas where many people are unable to access or receive legal rights. But PLVs were instrumental in helping and assisting people in availing benefits. She mentioned that PLVs in Nagaland have created examples by receiving best PLV awards for their yeomen and sincere services rendered at the grassroot.
Awareness on four priority schemes were presented by Advocate S Pusham on Social Welfare Schemes; Advocate B Langshen on National Food Security Act; Advocate Themshao Khiamniungan on Health Schemes and Cheliam Khiamniungan, NJS, JMFC cum Secretary, Phek DLSA on Right to Education.
Earlier, the welcome Address was pronounced by Victo Sema, (NJS), Member Secretary, NSLSA and Kumdilong Kessen, NJS, JMFC & Secretary, Tuensang DLS. The programme was moderated by Kezhosano Kikhi, Project Coordinator, NSLSA.
