Demands fair tendering, evaluations, payment of arrears

Kohima, May 8 (MExN): The Nagaland Contractors & Suppliers’ Union (NCSU) on May 7 unanimously adopted 10-point resolution targeting multiple issues including demands for strict implementation of work programme, fair tendering practices, yearly evaluations and payment of pending bills.

In the resolution passed at its general meeting held at Kohima Village VDB Hall,  the Union demanded total implementation of yearly works programme in all the government departments of the State.

Further, it called for implementation of open tender for any NIT (Notice Inviting Tender), while stating that works should be allotted to NCSU card holder as per the standing government order.

To this end, the Union also resolved to conduct  yearly evaluation duty in all departments for total implementation of Government standing order. 

It also expressed strong objection to awarding of work order below SOR (schedule of rate) which directly compromises the quality of workmanship.

Stating that the Union is totally against cluster tender system, it also asked the State Government to implement ‘one project one firm’ system at the time of multiple NIT. 

Towards this end, the Union resolved to fight till justice is delivered by the State Government.

The Union also resolved to fight for the pending bills of the works completed by its bonafide members as the successive State Government has created huge liabilities since May 2006 till date. 

In this connection, it informed all the bonafide members of NCSU with pending bills to collect the forms from its Head Office and submit the completed formats by October 31. 

The NCSU also ‘strongly’ resolved exemption of its bonafide members from unabated taxation by any Naga political group, ministers or advisors in the State Government or Party Fund, except the general tax of GST and Cess in order to maintain quality of work for overall development in the State. 

Meanwhile, the meeting also decided that the NCSU Head Office team will soon tour all the district units and asked all the units to maintain at least one room district office in their respective districts with proper signboard and flag.

The NCSU meeting also proposed to re-construct its Head Office building with G-5 storey in view of the forthcoming golden jubilee and urged all the its bonafide members to join hands together to achieve the  goal. 

The Union also resolved that all NCSU bonafide members should update their membership renewal.

Meanwhile, speaking at the meeting,  NCSU President Pele Khezie noted that while Nagaland has several NGOs and civil society,  the Union NCSU is one body which has the strength of people from all the Naga tribes working together as a family. 

The President also affirmed that NCSU will continue work together with the government for all round developmental workers as Union has many Class-I contractors as members. 

However, he pointed out that many government employees and officers are carrying out contract works bypassing the laid down norms, which restricts government employee from engaging in contract works.

Such unregistered contractors fail in providing quality work. and the NCSU members are blamed for poor quality works, Khezie asserted. 

Accordingly, he expressed confidence that the RTI Cell and Quality Control Cell of NCSU would check on such activities. 

He also said that NCSU would demand for pre-bid meeting of all contractors should be attended by all interested contractors.

The NCSU President also noted that while Nagaland gets ‘multi-thousand crore projects,’ most of those are being taken by contractors from outside the State.

He therefore called upon the local contractors to join hands and work together to achieve such major contracts.

NCSU General Secretary John Kath while sharing the secretarial report also moved the 10-point resolution, which was unanimously adopted by a show of hands, stated a press release from the Union.
