DIMAPUR, DEC 17 (NPN): Nagaland chief minister Neiphiu Rio Thursday said that the government was facing difficulties in planning due to incorrect and discrepancies in tabulating the Census in the past. He said that inaccurate census gave rise to a number of problems such as excess appointment of teachers and also setting up of government schools with disproportionate student-teacher ratio.
In this regard, Rio said that government schools with zero pass percentage in the last three-four years and schools with no students would be combined with other schools. Similarly in election process, Rio said Aadhar-based biometric system needed to be used to avoid frauds in voting, stated a DIPR report.
Speaking at the inauguration of the village council hall building at Kigwema village, Rio called for more unity and cooperation at the village council level and also emphasised on the need to protect, uphold and practice the unique customary laws and traditions of the Nagas.
Highlighting the unique role that the village councils played in the Naga context, he said that the Constitution respecting the Naga customary laws exempted the State from Panchayati Raj institution. Rio reminded that in village council system, leaders were not elected but nominated based on consent of village council members. He lamented the conflicts and discords within the councils and village development boards, which led to stalling of projects and dispersal of funds at the village level.
Further, the chief minister asked the village councils to work in unity and avoid litigation of disputes in High Court. Emphasizing on the importance of self-sufficiency in food production and need for modern farming method, Rio encouraged the youth to venture into agriculture and allied sectors.
Acknowledging the importance of education in development, Rio promised to look into the matter forwarded by the Kigwema village for upgrading the government high school, Kigwema to higher secondary level, science stream.
NLA speaker Sharingain Longkumer, advisors Dr. Neikiesalie Kire, Zhale Neikha, representatives from Southern Angami villages and others attended the programme. Advisor Medo Yhokha chaired the programme.
