GoI signs ceasefire with Nikki-led NSCN (K)

Spl. Correspondent NEW DELHI, SEP 9 (NPN) : Government of India and National Socialist Council of Nagaland (K) led by ‘lt. gen.’ (retd) Nikki Sumi signed a ceasefire agreement on Wednesday in pursuance of bringing a lasting peace in Nagaland with the involvement of Naga people.

Nagaland Post broke the news on September that a five-member delegation of Nikki’s group had left for Delhi on Monday, and met with Home ministry officials before signing the ceasefire agreement.

According to Home ministry, the ceasefire will be applicable for a period of one year with effect from September 8, 2021 to September 7, 2022. The ceasefire will be subject to adherence to ceasefire ground rules to be mutually agreed and signed by the two sides. The rules will be subject to mutual review and amendment with the involvement of both the parties, it said.

The ceasefire agreement was signed by Government of India representative– additional secretary Piyush Goyal and NSCN (K) Nikki representatives– supervisor CFSB Nikato Pilot Sumi and member CFSB Abel Zingru Thuer.

It was agreed that the ground rules will be valid only for the state of Nagaland and enforcement of the ground rules will be the responsibility of the Government of India.

Among other clauses, the agreement stated that during the course of ceasefire, all weapons and ammunition of armed cadres of NSCN (K) Nikki, except those permitted for camp security and those in possession of the special ceasefire ID card will be kept under the joint supervision of chairman CFSB and NSCN(K) Nikki. .

It further stated that during the ceasefire period, the group will keep its cadres confined to the designated camps. The modalities of monitoring and locating the camps would be the same as being presently followed and shall be strictly adhered to.

The designated camps will be jointly surveyed and geographic boundaries specified and notified by the CFSB chairman. “In the interest of promoting peace process, there would be no movement in uniform and/or with arms outside “designated camps”,” it said.

The agreement further said that the group “will not carry out extortion, forceful collection of money and supplies and intimidation of individuals including government officials.” It was also agreed that during the course of ceasefire, Niki’s group will refrain from fresh recruitment of armed cadres.
