1 village with no road connectivity; 9 still without power
Correspondent KOHIMA, AUG 25 (NPN) : Directorate of Economics & Statistics, Nagaland Tuesday released an important survey report on Local/Block Level Statistics for Local Level Planning (LLP) 2020 under Support for Statistical Strengthening (SSS) at the directorate conference hall.
Out of the 1,237 villages surveyed, 1,228 are electrified and the remaining nine villages are without electricity connection. Further, Ekhyo village under Wokha block is the only village not connected by road while two villages under Wokha district receive electricity from neighbouring Assam. Releasing the survey report, director of economics & statistics Y Sacheo Ovung said the survey on local/block level statistics for LLP 2020 was conducted as proper and quality data was the prerequisite for proper planning at different levels.
He said the survey report would be the most important document for all leaders to know whether the villages were enjoying the basic amenities.
Acknowledging the service rendered by officials and staff of the village level development indicator (VLDI) section despite the challenges of COVID-19 pandemic, Ovung exuded confidence that the report would be useful to the administrators, planners, research scholars, stakeholders and general public at large.
He urged officials and staff of the department and statisticians to devote time to provide reliable statistics to the government as wrong statistics would be very dangerous.
Presenting a brief report on the survey, joint director of economics & statistics Neidilhou Angami explained that the main objective of the survey was to collect data on basic amenities available in all the 1,238 villages under 74 rural development (RD) blocks in 11 districts that have been recognised and registered under the rural development department for inclusive system of planning in the State.
In the course of the survey, he said it was found out that Dikoi village under Chümukedima block in Dimapur district was placed under suspension, hence 1,237 villages were surveyed.
Neidilhou said government departments initiate welfare programmes for the villages, which village development boards (VDBs) that function as independent body make every effort to plan and execute for the community. He added organisations like khels and individuals also come forward to provide basic amenities to the villages.
All these programmes and intervention need to be captured in the form of highly standardised statistical data and accurately assemble it to have a unified village level database, he stressed.
As such, the joint director said the department had identified 40 major basic amenities available in the villages targeting the survey dateline as January 31, 2020 across the State.
The survey field work was conducted by the district economics & statistics officers and staff in all the 11 districts, while data scrutiny, compilation, analysis and report writing were done at the directorate, he added.
Some of the key findings in the report are:
1. Out of the 1,237 villages surveyed, 1,228 are electrified and the remaining nine villages are without electricity connection.
2. Ekhyo village under Wokha block in Wokha district is the only village not connected by road.
3. Altogether 47 villages have access to government bus service whereas 204 villages have private bus services.
4. Mobile network is available in all the 1,237 villages though only 6% of the villages have landline facilities.
5. At least 15.5% of villages have access to either government or private educational institutions. Four villages have government college, while 16 have private colleges.
6. Altogether 207 villages have village library facilities.
7. About 41% of the villages in the State have sub-centre medical facilities whereas 0.6 % of them have community health centres.
8. 21 villages, i.e. about 1.7 %, have at least one private clinic/hospital.
9. About 7.9 % of villages have a government veterinary centre.
10. Altogether 1,016 villages have village council halls
11. 1,018 villages have separate playground facilities while 35 have indoor stadiums.
12. 96 % villages have anganwadi centres while 1,212 villages have fair price shop facility.
13. 1,182 villages are connected with PHED water supply.
14. Public toilet facilities are availed by 48.6% of the villages.
15. 1.6% of the villages have access to bank facilities while 1.7 % of them have access to ATM booths.
16. 1.7 % of the villages have police beat post.
17. 9% of the surveyed villages have access to common service centre facility.
18. Close to 95% of the villages have at least one self-help group.
19. 422 villages have street lighting facilities.
At the district level:
1. Kohima village in Kohima district has the highest number of basic amenities whereas Ronren village in Wokha district has the least number of basic amenities.
2. Two villages in Wokha district – Mithehe under Changpang block and Yanlum under Ralan block – receive electricity from neighbouring Assam.
3. On an average, Mokokchung district has the highest number of basic amenities available, followed by Kohima district; Kiphire district has the least basic amenities.
4. Dimapur district has the highest number of medical and educational institution facilities, while Longleng district has the least in both the parameters.
5. With nine rural development blocks each, Mokokchung and Tuensang districts have the highest number of blocks.
Angami said the important survey findings have been released after a lot of thorough cross-checking, comparison, analyzing, telephonic conversation with the respondents to clear any discrepancies and validating the survey data with the concerned department administrative data to arrive at the final figures.
He said a separate database for the State has also been arranged in the survey publication for the 11 districts and all the 1,237 recognised villages under 74 RD blocks, which would be extremely valuable in policy formulation at the grassroots level.
The programme was chaired by economics & statistics officer Visi Yhokha.
