CM inaugurates NLA’s automated library, trg room

Correspondent KOHIMA, FEB 9 (NPN): Nagaland chief minister Neiphiu Rio inaugurated the fully automated library and state-of-the-art training room of the Nagaland Legislative Assembly (NLA) here Tuesday at the Assembly secretariat.

In his address, the chief minister said it was important to note that the role of the library, in a broader perspective, was not just a repository of books and other information from which the elected members can draw, but a qualitatively different service which would attend to information management as well as facilitating information access.

Rio stressed that the vision for a good library for the legislators should be to transform itself into a professional, knowledge-based, technologically updated institution, providing quality service to the members.

He also lauded Assembly Speaker, Sharingain Longkumer for taking the initiative to incorporate the latest technology into the functioning of the Assembly library. Rio said this was also another step in the direction of paperless governance.

Rio also said another area that needed more attention was providing quality training periodically to human resources, whether it was for government functionaries or people from other fields.

“Only through quality training would the functionaries expand their knowledge-base, updating themselves with the latest development in their field of activity,” Rio added.

Also addressing the occasion, deputy chief minister Y. Patton said that libraries are traditionally seen as a source of information. However, a modern library with internet connectivity provides access to so much more within a very short time, he said.

Patton said he was optimistic that the library will provide an effective information management service to all the members and will also replace paper-based processes creating a congenial atmosphere for effective time, resources and paper documents management.

He expressed the hope that the automated library and training room will go a long way in facilitating all responsible people within and outside the Assembly secretariat. He therefore urged all stakeholders to make proper use of the facility.

In his address, Assembly Speaker Sharingan Longkumer said that fully automated digitized library was a milestone for the State as it was important keep important documents securely and also make it easily accessible.

He said the library besides having huge collection of books also houses important and historic documents from the time of the Interim period.

Sharingain also said that the state-of-the-art training room will now enable legislators and officials to interact and be trained on customized applications by trainers and resource persons from the Parliament.

“These two achievements have opened the opportunity for Nagaland Assembly to expeditiously implement complete digitisation and integration of the entire Assembly Secretariat. The dream of a paperless Assembly proceedings begins today as a prelude to the comprehensive implementation of e-vidhan,” Sharingain stated.
