NIA releases ‘Most Wanted’ list, including of India based NSCN Khaplang leaders

The newly released list includes a total of 258 fugitives, out of which 98 have a red-corner notice issued against them and 57 carry a bounty on their head.

The NIA (National Investigation Agency) has released a list of most wanted fugitives and has sought help from the public in locating them to make India safer.

 

Several names of proscribed armed outfits from Northeast India, including the NSCN Khaplang have featured in the list.

 

In a tweet posted in their official Twitter handle, NIA India stated:

 

 

The timing of the NIA to release the ‘most wanted list’ appears to be sending out conflicting signals especially since the Government of India was likely to sign a ceasefire with the India based NSCN Khaplang group in an attempt to make the proposed Naga peace accord inclusive.

 

According to media reports the Government of India has held meetings to discuss if Khango Konyak, former chairman of the National Socialist Council of Nagaland (Khaplang), who was impeached and expelled by the Myanmar-based outfit could be allowed to enter India.

 

As per the latest, Khango Konyak is at Yongkhao village in Nagaland’s Mon district and according to reports is in talks with Naga civil society bodies in a bid to resume the ceasefire and peace talks with the Government of India.

 

Significantly, senior BJP leader Ram Madhav during his recent visit to Nagaland had disclosed that Delhi was waiting for groups like the NSCN Khaplang to join the peace process following which a solution could be arrived at without much delay.

 

Meanwhile, although SS Khaplang is no more, interestingly his name makes it to the most wanted list along with top military commander Lt. Gen Nikki Sumi.

 

The NIA has announced reward of Rs. 10 lakhs for any information leading to arrest of Nikki besides a Red Corner Notice has also been issued.

 

Another NSCN (K) leader Starson Lamkang is on the list with the NIA announcing a reward of Rs.7 lakhs for any information leading to his arrest.

 

Isak Sumi who was recently appointed General Secretary of the group led by Khango Konyak is also in the list.

 

Surprisingly Khango Konyak who heads the India based NSCN Khaplang does not feature in the wanted list. A few other NSCN Khaplang leaders find mention in the list.

 

Surprisingly at least two leaders belonging to the NSCN (IM) continue to feature in the list despite the outfit in ceasefire and political talks with the Government of India.

 

The two from the NSCN (IM) are TR Calvin and Hangshi Ramson Tangkhul.

 

According to the summary of allegations against them, the “NSCN (IM) had made attempts to purchase huge quantity of arms and ammunitions from abroad since the beginning of 2008 onwards to wage war against the country and carry out terrorist activities”.

 

Lashkar-e-Taiba chief Hafiz Saeed, Hizb-ul-Mujahideen chief Syed Salahuddin, and 26/11 attacks mastermind Zaki-ur-Rehman Lakhvi are some of the high-profile names that figure in the National Investigation Agency’s ‘most wanted’ list.

 

While these Pakistan-based terrorists don’t carry a bounty on their head, the NIA has put the maximum reward on a Maoist leader from Telangana.

 

On October 20, the agency, requesting leads from the public, shared on Twitter a link to the list of ‘most wanted fugitives’.  The NIA also assured that the identity of those offering tips will be protected.  Those with relevant information can send a mail at assistance.nia@gov.in or call at 011-24368800, the agency said in a statement on Twitter.

 

The list includes a total of 258 fugitives out of which around 15 are women. Most of them have an Interpol notice issued against them and are wanted for carrying out “terror activities”, “training militants” or “planting explosive devices” in the country.

 

Few of them named in the list are Maoists who are wanted for “conspiring to wage war against the government of India,” and “carrying arms and ammunition and a huge cache of money.” A total of 98 absconders have an RCN issued against them and a red dot beside their picture denotes the same.

In the newly released list, a red dot can be seen at the bottom right of the picture which indicates red notice issued by Interpol. The rupee sign indicates money reward declared by the NIA for information leading to arrest of the absconder.

 

India first released a list of the 50 most wanted fugitives allegedly hiding in Pakistan on May 2011, after the killing of Osama bin Laden in Operation Neptune Spear. It was prepared in consultation with the Central Bureau of Investigation (CBI), the NIA, the Intelligence Bureau (IB) and various law enforcement agencies.

 

Names which appear in the list are only removed if the people are captured or die or the charges against them are dropped. The list also contains information about their organization, crimes committed, charges pressed and their aliases.
