According to the Deputy Chief Minister, Nagaland, TR Zeliang, Nagaland needs a land law as far assessing compensation is concerned. He said that having such a law would enable the introduction of uniform rates, while dissuading individual landowners from dictating terms or their own rates.
He said that compensation should be commensurate to the type/value of land or property and that the job of assessing should be delegated to the government departments based on their area of expertise. He said that for urban or built-up areas, it should be the Housing Department, for RCC works, it should be the Roads & Bridges and for farm lands, it should be the Agriculture (and allied) Departments. Separate guidelines should also be formulated for assessing barren/vacant land, he added.
