The Naga Hospital Authority Kohima (NHAK) will be designated as the teaching hospital for the Nagaland Institute of Medical Sciences and Research (NIMSR) till it becomes operational.
In this regard, a Memorandum of Understanding (MoU) was signed between the NIMSR, Kohima represented by the director-cum-dean, Prof Dr Soumya Chakraborty and the NHAK represented by the Managing Director, Dr Vibeituonuo Mepfuo on January 25. It was signed in presence of the Commissioner & Secretary, Health & Family Welfare, Y Kikheto Sema and Principal Director, Dr Temjentsungla.
As per the MoU, the NHAK will continue to function as the State Government Referral Hospital, and all services related to patient and public care services shall continue uninterruptedly and seamlessly.
As affiliated partner, the hospital shall provide all necessary assistance and support in the form of accessible workforce, technical and service related facilities in accordance to the basic standard requirements, it said.
Deployment of doctors
Meanwhile, Clause 5 of the MoU contained the terms and conditions on deployment of doctors at the NHAK against sanctioned posts under Nagaland Health Services Cadre viz. Consultant, Senior Specialist, Senior Medical Officers, Junior Specialists and Medical Officers. These are:
As per the clause, option would be given to In-service doctors as to whether there are willing to serve in the NIMSR affiliated medical college and teaching hospital at NHAK.
However, only those in-service doctors who are eligible as per National Medical Commission (NMC) norms and who have opted for willingness to serve in the medical college and teaching hospital would be considered for deployment as teaching faculty and/or tutor/demonstrator/senior resident against the existing sanctioned posts at the NHAK.
Further, subsequent consideration for absorption under the NIMSR from the willing candidates would be subject to fulfilment of the eligibility criteria prescribed under the Teachers Eligibility Qualifications in Medical Institutions Regulations, 2022 and dependent on availability of vacancy in concerned discipline.
In case of multiple applicants in the same discipline, ranking will be prepared by giving percentile weightage based on Senior Residency in concerned discipline (33.33%), Research publication in indexed journal (33.33%) as recommended by latest Gazette of NMC and duration of service after completing PG studies (33.33%).
In case of non-availability of eligible in-service doctors for various posts of teaching faculty, option will be given to eligible non in-service doctors for recruitment as tutor/demonstrator/senior resident/junior resident irrespective of his/her existing grade.
However, those doctors who are in other hospitals or nursing homes other than NHAK shall have to fulfill the NMC’s eligibility criteria to appear for interview.
The clause further provided that present grade of the selected incumbents under the Nagaland Health Service Cadre will neither be equated nor his/her inter-se seniority be carried over to new service under the Society.
However, pay protection shall be provided as per the existing policy of the Government and the subsequent appointment or career progress shall be as per the Teachers Eligibility Qualifications in Medical Institutions Regulations, 2022 of National Medical Commission Gazette.
Further, as per the NMC criteria of affiliation of District Hospital, the hospital must be at least 2 years fully functional prior to the date of affiliation, therefore, doctors who have been in the NHAK during the said period uninterruptedly shall be considered in the same line.
It further agreed that any workforce added to the Second Party (NHAK) by the First Party (NMISR) to meet the NMC’s requirement of the NMC for the teaching hospital shall be reverted to the First Party once the First Party becomes fully functional.
Such Faculty or Senior Resident/Junior Resident concerned shall draw salary and avail perks as per advertisement from NIMSR.
Once the First Party become fully functional and operational, all assets developed by the NIMSR at the NHAK for the teaching hospital shall be handed over to NHAK.
However, non-required moveable items shall be handed over to the NIMSR, stated the MoU.
The MoU would be valid till the new teaching hospital for the NIMSR located at the medical college campus at Phriebagei, becomes fully functional and operational.
NHAK, as affiliated teaching hospital for NIMSR shall function smoothly as per NMC criteria till NIMSR Teaching hospital gets operational.
