EXCERPTS OF CABINET MEETING MINUTES DATED 04/07/2018
The following are the decisions taken during the Cabinet meeting held on 4th July, 2014.
- Draft Nagaland Water Policy, 2016
The Cabinet discussed and approved the Nagaland Water Policy, 2016.
- Ex-gratia payment to the next of kin of Central Armed Police Forces/Army Personnel/Assam Rifles/Nagaland Police who suffer fatal and non-fatal casualties during counter insurgency operations.
The Cabinet discussed and approved for enhancement of ex-gratia payment to the next of kin of Central Armed Police Forces/Army Personnel/Assam Rifles/Nagaland Police who suffer fatal and non-fatal casualties during counter insurgency operations, as proposed by the Home Department.
- Review of granting incentives to Government employees who have acquired higher qualification by availing Study Leave.
The Cabinet discussed and approved to exempt the medical doctors in partial modification of the P&AR Department O.M. NO. AR-3/Gen-204/2009 dated 17th June, 2014 and restore grant of incentives to the medical doctors for acquiring higher qualification.
The Department was further asked to examine the issue of grant of study leave for specialisation and bring it before the Cabinet.
- Appointment against sanctioned posts only.
The Cabinet discussed appointment to various posts in all the Departments and directed the Chief Secretary to re-iterate afresh the earlier order banning appointments without sanctioned posts. Action should be taken on the erring officers and they should be penalised as per rules.
- Recruitment Policy of the State Government.
The Cabinet discussed the recruitment policy of the State Government and directed the P&AR Department to frame a policy for holding combined recruitment of Grade-C and Grade-D posts in all the Departments simultaneously and submit to the Cabinet for decision.
Further, the P&AR Department was also directed to re-iterate its earlier order that appointment of Grade-D posts in the Districts will be filled by the respective indigenous inhabitants of the Districts only. All Departments should be directed to review all such cases of appointment and consolidate the proposal by the P&AR Department and submit to the Cabinet for decision.
- Issue of Indigenous Inhabitant Certificate in the State of Nagaland.
The Cabinet discussed the issue of Indigenous Inhabitant Certificate in the State of Nagaland and directed the Home Department to issue a clarification immediately on the orders issued by the A.D.C Dimapur which should be in line with the Notification issued vide No. AR-08/08/76 dated 28-04-1977 clearly defining the criteria to qualify as an indigenous inhabitant of the State of Nagaland.
The Home Department was also directed to submit a proposal to the Cabinet on the issue of Inner Line Permit (ILP) streamlining for decision.
