Chief Minister, Neiphiu Rio launched the CM Dashboard & e-NPS on 13th August 2018 at Secretariat Conference Hall, Kohima, to ensure proper monitoring of all government schemes with transparency and accountability in one single frame.
The CM Dashboard (https://nl.cmdashboard.nic.in) is an electronic window which gives a comprehensive view of various e-Governance projects/schemes running in the state in a single window in terms of some important measurable parameters/progress called KPIS (Key Performance Indicator); this system will enable the Chief Minister to assess the performance of the projects on the click of a button and take immediate actionable decisions with regard to the projects/schemes. e-NPS (Electronic National Pension System), developed in integration with PIMS (Personal Information Management System), is to meet the urgent requirements of the state government to manage the contribution of the department employees who are subscribing towards the NPS and subsequently downloading the FPU (File Preparation Utility) to upload in NSDL (National Securities Depository Limited) portal. Inaugurating the CM Dashboard, Chief Minister, Neiphiu Rio said that Nagaland being a state which is dependent on flagship programmes of the government, this initiative will help in informing the people about the details of the various projects/schemes being implemented in the state. Rio mentioned that as of now, there are 22 schemes of 11 state government departments, and that the other departments will also follow suit, and in this regard, he urged all to work and contribute towards this initiative in a constructive manner, rather than being critical of the government. Also, on e-NPS, the CM said that this web system will help the government in effectively maintaining the NPS records and contribute to the welfare of the citizens. As of now, e-NPS is being launched only in Kohima district, and will be covered very soon in the rest of the districts, he added.
Commissioner & Secretary to the CM, Abhishek Singh, IAS delivering the welcome address, said that the CM Dashboard has been customised as per the requirements by including not only the flagship programmes of the Government of India but also including the state schemes, projects and programmes that are relevant to the state of Nagaland. He added that the objective of launching this CM Dashboard is ensure better implementation of the schemes so that the benefits can be easily availed by the people.
Through live video conferencing, DG, NIC, Neeta Verma briefed on the services of the CM Dashboard. She pointed out that the CM Dashboard provides a finished record of all the important programmes and schemes of the government and the advantage of the service is that it enables one to use the programme with their own indicators, benchmark and customization. She also appraised that the most important aspect of the service is that all the important data coming into the Dashboard is directly picked from the IT system and there is no human error in it. She further urged the Nagaland Government to consider in approving the district-wise dashboard down the line for a single window where they can get access to all the programmes and performance at the district level too.
SIO, NIC delivering a powerpoint presentation on the CM Dashboard, said that because of the challenges involved in putting data comprehensively together in a single window, and since manual collection of data are prone to errors, there was the need to have a comprehensive Single Window Interface where the KPIs of various projects/schemes implemented in the state get reflected for effective and transparent governance. At present, the Dashboard reflects the performance of 22 different e-Government projects implemented by different state government departments, he further stated.
OSD, Finance, V. Kezo, in his powerpoint presentation on e-NPS, mentioned that the system will give accurate and authentic data values for which Department of Treasuries & Accounts will only have to download and upload the FPU monthly when the District DDOs and District Treasury Offices submits the respective contribution, challan numbers and challan codes into the system. He also said that e-NPS is a three-tier system (a) DDO level access (b) Sub-Treasury Level (c) e-NPS Super Admin Level i.e. Directorate of Treasuries & Accounts, and this system is mainly developed to minimise paper transactions.
The programme was chaired by Chief Secretary, Temjen Toy, IAS and invocation prayer was pronounced by State Chaplain, Rev. Kuzierang Thou.
