Dimapur, July 11 (MExN): The Nagaland State Transport Department has introduced Free Travel Facilities in Nagaland State Transport (NST) Passenger buses for Persons with Disabilities (PwDs) across the state. This initiative aligns with Section 41 of the Rights of Persons with Disabilities Act, 2016, aimed at ensuring accessible transportation for individuals with long-term physical, mental, intellectual, or sensory impairments.
According to the notification issued by the Transport Department, PwDs eligible for this facility must possess a Unique Disability Identity (UDID) Card issued by the Department of Empowerment of Persons with Disabilities, Government of India, or a valid Disability Certificate from an Authorized Medical Board. A Free Travel Pass can be obtained from the NST office in Dimapur upon payment of Rs. 50, which is renewable every two years for Rs. 20. In case of loss or damage, a replacement pass can be issued for Rs. 50.
For companions accompanying PwDs, full fare will be applicable, though free travel will be granted to one assistant accompanying a PwBD with severe disabilities upon prior reservation. The notification specifies that up to four designated seats, located behind the driver’s seat in the first and second rows of each bus, will be reserved and marked for PwDs.
To avail of these facilities, PwDs are required to submit their applications directly to the General Manager’s office in NST, Dimapur, or through district NST offices, preferably at least one day before the journey. The Free Travel Pass is non-transferable, and any misuse will result in cancellation and potential legal action.
This notification, approved with the concurrence of the Finance Department, supersedes the previous regulations dated January 15, 1989.
