Rs 36.05 lakh generated in Nagaland via ILP in 2024-2025

A sum of Rs 36,05,255 has been generated as revenue from the Inner Line Permit (ILP) during the financial year 2024-2025 so far, the Nagaland Legislative Assembly (NLA) was informed on Tuesday.

The revenue generated includes both online and offline applications for ILP, stated Yanthungo Patton, Deputy Chief Minister and in-charge of Home and Border Affairs, in reply to a starred question in the State Assembly.

He further explained that applications for ILP can be made online at https://ilp.nagaland.gov.in/, where they are processed, approved or rejected, and payments are made.

For offline applications, applicants must produce their Aadhaar card as well as that of a local guarantor in case the applicant is a trader or a labourer, he added, in response to a query from MLA Achumbemo Kikon.

Patton also informed that applicants from the four districts of Assam — Hailakandi, Karbi Anglong, Karimganj, and Dima Hasao — are required to produce proof of inclusion of their names in the National Register of Citizens (NRC) while applying for ILP.

Meanwhile, the Minister sidestepped a specific query regarding the methods of ILP implementation in the districts of Dimapur, Chümoukedima, and Niuland, simply stating that ILP is implemented under the powers conferred by Section 2 of the Bengal Eastern Frontier Regulation, 1873, with the Deputy Commissioners of the respective districts as the implementing authorities.

Regular inspections are carried out by the district administration along with the police to check the ILP status of individuals. Those found with expired ILPs are served notices and directed to renew them, he said.

In certain instances, repeated ILP defaulters are escorted out of the State, he added.

Ironically, the website portal provided by the Minister in the reply showed a ‘Privacy Error’ due to technical issues. However, links via the Nagaland State Portal or independent search engines were found functional and used in this report.

Procedure for issuing online ILP: 
•    Applicant applies for online ILP in the website https://ilp.nagaland.gov.in/ 
•    Applicant selects the category and enters mobile number.
•    An OTP is send to the applicant which is then entered for authentication 
•    Thereafter applicant fills up the details and submits the application.
•    On successful submission of application, the applicant will receive an application ID for reference.
•    The Office verifies the documents uploaded by the applicant and accordingly approves/rejects basing on the documents submitted.
•    Once the ILP application is approved, the applicant goes to the website and pays the fee by inserting the application ID that was generated.
•    Once the amount is paid, the applicant can download the ILP Card generated by the online ILP system.
