Nagaland Governor La Ganesan highlighted the state government’s achievements and initiatives during the fiscal year 2024-25 at the 76th Republic Day celebration in Kohima. He highlighted advancements in education, healthcare, infrastructure, rural development, and more, demonstrating the government’s commitment to progress across sectors.
A central highlight was the development of the Education Information Management System (EMIS), an information portal being built by NECTAR in collaboration with state departments. This portal will house comprehensive data on students, teachers, schools, and education offices across the state.
In alignment with the National Education Policy (NEP) 2020, Early Childhood Care and Education (ECCE) was integrated into 1,723 government schools, introducing a curriculum tailored to local contexts. Teacher training programs were conducted to support this curriculum, while the SCERT developed teacher learning materials and documented audiovisuals in five schools for implementation.
The Chief Minister’s Health Insurance Scheme (CMHIS), launched in 2022, continued to benefit residents, with 10,317 beneficiaries receiving 14,670 treatments worth `59.77 crore during 2024-25. Similarly, the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) saw 26,559 treatments amounting to `49.13 crore for 21,415 beneficiaries. The Chief Minister’s Universal Life Insurance Scheme (CMLIS) provided benefits to 13 families, with a budget allocation of `15 crore.
The state conducted 669 Ayushman Arogya Shivirs (health melas) covering 17,480 attendees and launched campaigns such as the Nikshay Mitra initiative under the Pradhan Mantri TB Mukt Bharat Abhiyan. This initiative supports TB patients with nutritional aid from 387 registered donors assisting over 1,000 beneficiaries.
Under Saksham Anganwadi and Poshan 2.0, 25 Anganwadi Centers were upgraded under the Kiphire ICDS Project. The state also established five District Child Protection Units and 10 new Child Helpline Centers under Mission Vatsalya. Additionally, 11 Sakhi Niwas (working women hostels) and District Hubs for Empowerment of Women were set up in all 16 districts.
The Protection and Promotion of Tribal Designs Project was initiated to preserve traditional tribal attires and modern textile designs. Beneficiaries from all 17 major tribes received weaving training using fly shuttle looms.
The PM-KISAN scheme benefitted 2,21,931 farmers, with `620 crore credited to individual accounts by October 2024. Under the Mission Organic Value Chain Development for North East Region (MOVCDNER), 30,500 hectares of land were brought under organic cultivation, benefitting 31,104 farmers. The NMEO-Oil Palm initiative recorded 130 MT of Fresh Fruit Bunches procured by service providers.
Under the MGNREGA scheme, 57.09 lakh person-days of employment were generated, benefiting 1.88 lakh individuals. Housing under PMAY (Gramin) reached 40.8% of the annual target, with full completion anticipated by the fiscal year’s end.
The Public Works Department completed three major projects under the North East Special Infrastructure Development Scheme (NESIDS) in Tuensang, Longleng, and Noklak, covering 35.12 kilometers at a cost of `100.58 crore. The Department of Power enhanced renewable energy capacity with the commissioning of a 2.4 MW Duilumroi Small Hydro Project in Peren district at `40.29 crore.
Sixteen Entrepreneur Development Centres (EDCs) were established across districts and colleges, encouraging entrepreneurial skill development. The Nagaland Startup Portal now supports 330 startups, creating over 1,000 jobs and generating `58 crore in turnover in 2023-24. The state also hosted a Buyers and Sellers Meet, attracting participants nationwide, and organized an Exporter State Summit to promote ‘Brand Nagaland’ and the One District One Product (ODOP) initiative.
Under the PMFME scheme, 304 entrepreneurs were supported in establishing micro-food processing units. A common incubation center for food processing is nearing completion at the Nagaland University’s Medziphema campus.
Governor Ganesan lauded the 25th edition of the Hornbill Festival, which saw record participation, events, and international collaborations with countries such as Peru, the United States, Wales, and Japan. The festival contributed significantly to the state’s economy, generating over `100 crore in revenue.
Additionally, the construction of the Konyak Heritage Complex in Mon is progressing, with 75% of the work completed under the North Eastern Council’s guidance. This project aims to preserve traditional Konyak architecture and cultural heritage.
Nagaland became the first northeastern state to implement biometric-based Aadhaar authentication for GST registration, ensuring business transparency. The state registered 2,31,533 unorganized workers under the E-Shram portal, organized ration card distribution melas, and launched the ‘DREAM Nagaland’ project to support people with disabilities.
The Department of Science & Technology commissioned the Nagaland Science Mission and hosted the first roundtable on Artificial Intelligence in 2024.
