Nagaland Deputy CM instructs all depts to submit proposals on time

Kohima, September 20 (MExN): The Deputy Chief Minister and Minister-in-Charge of the Planning & Transformation Department (P&TD), TR Zeliang, on Thursday instructed all departments to strictly comply with the timeline in the Calendar of Action for Developmental Activities 2024-25 issued by the P&TD. He reminded departments that those yet to submit their proposals for all developmental activities funded under the State Plan, including negotiated loans from various financial institutions, should do so immediately.

The practice of granting Planning Clearance on the condition “Subject to approval of” or “Ex-post facto approval” shall no longer be entertained, he added, while addressing a review meeting on developmental activities with all Administrative HODs and Heads of Departments (HODs) at the Secretariat Conference Hall in Kohima on September 19.

Zeliang also emphasised the timely submission of departmental programmes to be undertaken in the following financial year so that the Planning Department has sufficient time to review the proposals and prepare the Sectoral Outlay to maximise the output of any programmes.

For programmes and schemes under the Agriculture and Allied Sector, he urged implementing departments to seek sanction for their programmes in December-January, so that work can commence in April, which is the appropriate time for related activities in this sector.

Regarding infrastructural and other developmental activities, the Deputy CM noted that sanctions should be granted by June-July, allowing tendering and other formalities to be completed by August-September, enabling work to be in full swing by October-November, which is the ideal working period.

He further pointed out that there have been delays in the submission of required information by various departments, with some submissions arriving significantly past the deadline despite repeated reminders. He called on all departments to streamline their Data Management Systems so that queries and information sought can be addressed within minutes.

Zeliang also stressed the need to transform the working system for the development of the State, urging all departments of the State Government to cooperate and participate actively.

The review meeting was chaired by Commissioner & Secretary Kitto Zhimomi.
