Kohima, March 16 (MExN): In an office memorandum, the Home Department informed that new car pass for entry into the Nagaland Civil Secretariat will be issued from March 20 onwards during office hours and directed all concerned to collect the new prescribed format from the Home Department, SAB ‘A’ branch and submit the same to Home Department by March 30. The old car passes will be invalid after April 30, the memorandum informed.
The following will be entitled to car pass; Ministers (3 nos), Advisors/Chairman (2 nos), MLA (1 no), Chief Secretary & equivalent (2 nos), Additional Chief Secretary/Principal Secretary/Commissioner & Secretary holding additional charge & equivalent (2 nos), All other officers in the Secretariat in the rank of Joint Secretary and above/Additional Director & Head of Department & equivalent (1 no), all officers in the Secretariat in the rank of Junior Section Officer/Equivalent and above (not entitled to attach vehicle) (1 no) and Nodal Officer(s) (1 no).
The car passes will be issued only for vehicles bearing Government registration Number i.e. NL-10 and any other legally authorised by the competent authority. The car passes will not be ordinarily issued for a vehicle bearing a private registration number. In exceptional/unavoidable cases, the same may be issued after obtaining an order/recommendation from the AHoD concerned.
For all officers in the Secretariat in the rank of Junior Section Officer or equivalent and above (not entitled to attach vehicle), car passes will be issued with a specific order from the Home Department on the production of certified documents of private vehicles registered in the name of the officer concerned.
In respect of Nodal Officer(s), car pass will be issued against only one vehicle, on production of formal order of nomination as Nodal Officer duly signed by the Head of Department. Further all departments have to ensure intimation to this Office whenever a Nodal Officer replaced. The old car pass held by the previous Nodal Officer should also be produced for issue of the new ones. Each Directorate is entitled to only three car passes i.e, Director, Additional Director, and the Nodal Officer. The entitlement will be four in the case of Directorates headed by the Principal Director.
The following will be the authorized parking areas of vehicles in the Secretariat:
• Parking lot on the West (Gate-2): All vehicles with car pass X and Y
• Parking lot on the East:
• All vehicles with car pass J and S
• New parking lot (near Staff Bus stand) All vehicles with car pass D, N, and O
• Parking Lots outside the Secretariat (Near NSSA Park/ATM)
• Private vehicles of the Secretariat employees.
The memorandum further notified that non-entitled vehicle pass issued to the Directorates and other establishments exceeding their quota as specified in this Memo will not be replaced or renewed henceforth for want of space.
