From Naga issue to NSSB, ILP & employment, NSF writes to CM

DIMAPUR, APRIL 2 (MExN): The Naga Students’ Federation (NSF) has submitted a representation to the Nagaland Chief Minister, calling for his attention to various issues to do with the Naga political issue, e-governance, the Nagaland State Staff Board (NSSB), Inner Line Permit (ILP), and youth empowerment. 

With regard to the Naga issue, the NSF appealed to the Nagaland Government to work towards ensuring that peace and unity prevail among the Nagas. It asked the government to facilitate all NPGS and CSOs coming together under one table for an early, inclusive, honorable and acceptable solution.

 

 

 

It further asked the State Government to effectively liaise with the Government of India as facilitators to expedite the process of Indo- Naga political dialogue with the negotiating parties and ink the final agreement “in line with the unique history and situation of the Naga people.”

Meanwhile, the NSF viewed the effective implementation of e-governance is the need of the hour which will bring about transparency in governance. 

It appealed to the government to address this particular issue by ensuring that information such as the schemes & programs and list of beneficiaries, incumbency list, post creations & vacancies, progress report of the Department and vice-versa are made readily available in the public domain in compliance with the laid down guidelines for departmental websites. 

Further, it asked for enhancing the level of citizen interaction in governance through application of internet and mobile technologies and to ensure that the benefits are accessed by all citizens.

Another issue of focus was the NSSB, where the NSF reiterated its demand for the viva-voce component in all categories to be reduced to 5% of the total marks against 12.5% as advertised.

“The justification given by the board that the 12.5% marks allocation for viva-voce component cannot be rolled-back due to the provisions contained in the Nagaland Staff Selection board regulations, 2022 is misleading as plain reading of section 45 (10) deals only with the maximum limit of marks that can be allotted for Personal Interview. There is absolutely no mention of the minimum threshold anywhere in the regulation,” the NSF pointed out.

It asked the CM to lower the viva-voce marks to 5%. This will minimize the chance for manipulation by the board and ensure that the principle of ‘Right Person for the Right Job’ will be upheld, it opined.

Further, it asked the State Government to revise and resolve the Reservation Policy in the state within the legally permissible jurisdiction without delay.

With regard to the ILP, the NSF said that its implementation has been far from effective in Nagaland. “Even the online ILP system which is currently operational is far from serving its purpose. A robust system needs to be put in place to check the influx of illegal immigrants in the state,” it said. The federation viewed that a state level committee/commission be set-up with the mandate to monitor the implementation of ILP system in the state.

Finally, the NSF drew the CM’s attention to the alarming rise of educated unemployed youths in the state. “This section of the population needs to be provided with the avenues to spend their time in a more productive manner lest the future of our state be at stake,” it said. 

The federation felt the urgent need to set-up more skill training institutes and well as nurturing of sporting talents in the state. It appealed to the CM to take up more measures which will ensure the welfare of the students and youth community.
