Committee on Government Assurances winds up road inspection in Kohima, Dimapur

After Dimapur, the Committee on Government Assurances today concluded its two day on-spot verification of the road improvement works in Kohima city.

The committee assessed the road improvement works from Phesama Police reserve check gate till Kohima Municipal gate under National Highway-39.



Talking to media persons after the inspection, committee chairman Kuzholuzo (Azo) Nienu expressed happiness that the contractors has done the work beyond the specification and termed it as a good sign.



After checking the sample on the blacktopping, Azo said that the contractor has done 50m more than the exact specification.

The stipulated time for the contract work is not over yet. They still have five to six months to go for completion of the work, he said adding that even after the completion of the work, the contractors will be maintaining the road from time to time for a period of four years.



Informing that the black topping work could not continue due to monsoon season and unprecedented rain, Azo said “But rainy season and monsoon is over and they will start the work again.”

Azo stated that the provision of shoulder was not given in the work order for which a lot of damages occurred on shoulder side. “But we cannot advise the contractors to do it because there is no provision in the work order,” Azo said. A shoulder, or hard shoulder is an emergency stopping lane by the verge of a road.



He said that there were some damages from Phesama police reserve check gate to Mohonkhola, for which the Committee advised the contractors to do some major repairing.

From Mohonkhola till Box cutting site, the roads are very good, Azo maintained. But from Naga Hospital road side onwards again, there are some damages because of loose soil and the rain, he said.



Azo informed that the Committee cannot blame anybody as it resulted on account of soil condition. But, he added, the Committee advised the contractors to go for some major repairing in those areas as well.

The Chairman informed that the Committee would be compiling its inspection report soon, which would then be taken to the House (Nagaland Legislative Assembly) for publication.

Class-I Government Registered Contractor Vilelie Khamo, who is undertaking the work and was also present during the spot verification, affirmed to fulfill the terms and conditions of contract to maintain the road for a period of four years from the date of completion of the road.



He also said that due to incessant rain the blacktopping works had been brought to a halt, but added that it would be completed before December.

On four-lane work between Kohima and Dimapur, the Committee made certain suggestions for road safety, ecological preservation, to ensure quality work, timely completion etc.

“This road is a very important road. It connects Assam/Manipur. This road is an international road and very soon it is going to be more and more prominent,” said another member of the committee Toshi Wungtung. He added that the PDA government is keen to see that this road functions well and facilitates safe movement of traffic for both public transportation and commercial purpose.

Toshi also acknowledged and appreciated the contractors for meticulously following the guidelines and putting sincere efforts in the works.

Dr Neikiesalie (Nicky) Kire, Advisor Urban Development And Municipal Affairs, NLA commissioner & secretary Dr P J Antony, Works & Housing Commissioner & Secretary Rovilato Mor and other officials also joined the inspection. Other members of the Committee included MLAs Kazheto Kinimi, H Khehovi Zhimomi, Eshak Konyak, Dr Nganshi K Ao and Keneizhakho Nakhro.

On October 6, the Committee inspected the road improvement works in Dimapur including 4 lane Dimapur-Kohima road undertaken by NHIDCL.
