11th session of 13th NLA adjourned sine die

The Nagaland Legislative Assembly (NLA) Speaker, Sharingain Longkumer today adjourned the 11th session of the 13th NLA sine die after completing all the business.

The Nagaland Appropriation (No.1) Bill, 2022 (Supplementary 2021-2022) and The Nagaland Appropriation (No.2) Bill, 2022 (Budget 2022-2023), moved by Chief Minister Neiphiu Rio, who also holds finance portfolio, on the concluding day.

The House also passed the Nagaland Fiscal Responsibility and Budget Managements (Fifth Amendment) Bill, 2022.

Earlier, Nagaland Lokayukta Annual Report 2021, Nagaland Economic Survey 2021-22 and Nagaland Education Service (First Amendment) Rules, 2017 were laid in the floor of the house.

In his concluding remarks on the general discussion on the budget for the year 2022-23, Chief Minister Neiphiu Rio maintained called upon the members of the House to act upon and work together in unison for successful implementation of the various schemes and programmes reflected in the budget.

Rio also urged all the 60 NLA members to work together to pursue the Naga political issue, and informed that there would be further consultation with the tribal hohos, stakeholders and various NGOs.

After this session, we will be meeting all the negotiating groups and Government of India, he said.

Meanwhile, Rio informed that the Chief Minister’s Health Insurance scheme would be started by September this year.
He also assured that the government will work on addressing the unbank block across the state, so that the people are not deprived of the banking facilities.

He also pointed out that the state is spending 94.13% of fund for payment of salaries, wages, pension, debt servicing etc. and only 5.87% is for the developmental activities.

To this end, he called for judicious use of the fund mean for the developmental activities.

He maintained that Chief Minister’s Micro Finance Initiative will give a big boost to young entrepreneurs venture into businesses and the SARFAESI Act has been made feasible because of which aspiring entrepreneurs could avail loans from the banks.

On customary laws and usages, Rio said that the process of documentation and compilation is going on in the line of Article 371(A).

On power sector, he said that the power purchase is more than the revenue collection, while noting that the installation of 10,000 pre-metering each in Kohima and Dimapur has resulted in huge improvement in revenue collection.

On NST bus services, Rio said that the government has already sanctioned Rs 4 crore for purchase of new buses and asked the concerned department to deploy those buses wherever necessary.

On introduction of e-pay bill system, the Chief Minister said that salaries are paid only to those Personnel Information Management System (PIMS) registered employees, thereby verifying the genuineness of the employees and also preventing employment in more than one department.

Expressing concern over the shortage of mathematics and science teachers in the state, he said that if qualified Naga teachers are not available, others should be consider for such posts.

Core Committee on Naga Political issue to meet HM
Naga People’s Front (NPF) Legislature Party leader TR Zeliang, meanwhile, said that the Core Committee on Naga Political issue would be meeting union home minister in Delhi after the session to know about the latest position of Government of India and whether the GoI would send AK Mishra to Nagaland.

“Otherwise, if we keep on going like this just watching then we are surely going to meet a deadlock in this negotiation,” he said.

On the constitution of Naga Parliamentary Committee for Naga Political issue followed by formation of core committee, he said that the two bodies has started working together, and hoped that “if all the members are serious, (and) come together, there should not be obstacles to come to conclusion.”

Once the Naga negotiating groups and GoI can arrive at a meeting point with amicable settlement “we hope and pray that Naga youngsters, the youth can march forward along with the rest of the world,” he said.

‘That is our hope and believe. So let us not misinterpret or misunderstand each other,’ he exhorted, further noting that if ‘we put our hand together and walk shoulder to shoulder towards Naga solution,’ then there can be a legacy for the for the next generation.
