Nagaland Chief Minister Neiphiu Rio today informed that based on the cabinet approval made on December 13, 2017, the Land Revenue Department issued a notification on March 5, 2018 stating that employment of landowners, if permitted by a verifiable and valid agreement, is limited to the person first appointed as landowner in government service and does not entitle his descendants for further employment or other facility on his retirement from service/vacates the post.
He was responding to MLA Naiba Konyak on the floor of the House, on being asked whether there are any guidelines for appointment of Grade-IV staff for landowners continually after retirement from service to their children.
On being asked whether there are any problems in appointing Grade- IV staff in the district HQs, Rio replied that vide the P&AR Department’s office memorandum in 2017 and 2018, all direct recruitment of vacancies of Grade-IV posts in the district offices of the departments shall be filled by the respective indigenous inhabitants of the districts only.
Also on being asked whether there is any government notification to appoint other candidates against the post vacated by landowners, the Chief Minister, who is also minister incharge of P&AR stated that vide Land Revenue Department’s notification dated 05/03/2018 Clause 3 (C), after the appointed landowner retires or vacates the post, the vacancy will be filled up through open advertisement in consonance with the existing Government policy giving equal opportunity to all applicants.
