Three government bills were introduced today at the 2nd session of 14th Nagaland Legislative Assembly (NLA) here and the consideration and passing of those bills have been scheduled for September 12.
Minister P Paiwang Konyak moved for introduction of Nagaland Motor Vehicles Taxation (Amendment) Bill 2023. In statement of objects and reasons, Chief Minister Neiphiu Rio and minister-in-charge stated that the Nagaland Motor Vehicles Taxation Act, 1967 otherwise called the Principal Act, provides a levy of tax on Motor Vehicles.
The motor vehicles tax for transport vehicles was last revised in the year 1999 and for personalised/private vehicles, it was last revised in 2009.
The tax rate prevalent in the state is comparatively low as compared to other states in the country, Rio stated adding that the hiring charges of transport vehicles had significantly increased and the road conditions too have improved over the years.
Taking into account the rise in price over the period of time and to improve the financial health of the state, the government proposes for revision of the Motor Vehicles tax in the state by further amending the Nagaland Motor Vehicles Taxation Act, 1967.
On memorandum of delegated legislation, Rio stated that sub- section 2 of section 22 of the Nagaland Motor Vehicles Taxation Act, 1967 empowers the state government for levy of motor vehicles tax.
Nagaland Passengers and Goods taxation (Amendment) Bill, 2023
The Nagaland Passengers and Goods taxation (Amendment) Bill, 2023 was also introduced on the floor of the House by Minister P Paiwang Konyak.
The Nagaland Passengers & Good Taxation Act, 1967 otherwise called the Principal Act, provides for levy of tax on passengers and goods carried in motor vehicles by road, according to statement of objects and reasons made by the Chief Minister on the floor of the House.
The Nagaland passengers & goods taxation was last revised in 2000.
Taking into account the rise in price over the period of time and to improve the financial health of the state, the government proposed for revision of the passengers and goods tax in the state by further amending the Nagaland Passengers & Goods Taxation Act, 1967.
NECU (Second Amendment) Bill 2023
The North East Christian University (Second Amendment) Bill 2023 was introduced by Higher Education Minister, Temjen Imna Along.
The object of this bill is to amend Clause 1 of the schedule of the principal Act, for the heading ‘Faculty of paramedical studies.’
The following heading shall be substituted, namely: ‘Faculty of paramedical studies, faculty of nursing, faculty of medical sciences and research.’ The faculty of nursing, faculty of medical sciences and research are not under the faculty of paramedical studies.
As per the Indian Nursing Council Act (INC Act 1947) under Section 10, nursing should be an independent faculty, the Minister stated as he introduced the bill.
