DIMAPUR, JUNE 17 (MExN): The Commissioner and Secretary, Health and Family Welfare, Nagaland Y Kikheto Sema, IAS today assured hospitals that the Nagaland Government would pay the hospital bills and claims under the Chief Minister’s Health Insurance Scheme (CMHIS) within the turn-around-time of 1 month.
Speaking at the workshop on the CMHIS at The Lily Hotel, Guwahati on June 16, Sema said that the Nagaland Government “has never defaulted payment of debt servicing to any financial institutions.” He said it is the desire of the State Government to provide accessible, affordable, and universal healthcare services to all its citizen.
The CMHIS was launched in October 2022 to provide health insurance to all citizens who are not covered under Ayushman Bharat PM-JAY making Nagaland the first state in the country to provide Cashless Universal Health Coverage.
Thereby the MR Scheme for government employees has been discontinued with effect from November 1 with the launching of the CMHIS. However, Sema stated that there were numerous teething problems for the last few months, which are now almost settled.
He informed that under CMHIS, employees and pensioners with insured amount of Rs 20 lakhs per family per year and the general category with insured amount of Rs 5 lakhs per family per year. The Commissioner and Secretary clarified that CMHIS (General) category is implemented in convergence with Ayushman Bharat PMJAY platform; while the CMHIS (EP) category is implemented in convergence with Central Government Health Scheme platform.
He said that initially 1,444 hospitals were empanelled under CGHS, however, only few hospitals were frequented by patients from Nagaland. In addition, since the CGHS package rate is very low, many hospitals refused to provide treatment. In order to solve this problem, the Nagaland Health Protection Society and officials of the H&FW department have now worked out revised rates and enhanced incentives ranging from 30% to 60% above the CGHS rates. Sema said that the State has decided to limit the number of empanelled hospitals who are willing to be on board and provide the best services to patients.
While pointing out that more than 50% of patients from Nagaland go to Guwahati for treatment, Sema said that empanelment of Guwahati based hospital will be prioritised. As most of the patients seeking treatment from hospitals outside the State are of serious and complicated cases, he requested hospitals to provide best quality services as well as support facilities whenever required by patients.
He further stated that the government will be serious with zero tolerance on fraud as it will defeat the objectives of this noble scheme.
The workshop was attended by more than 20 hospitals including several reputed hospitals in Guwahati.

CM Health Insurance Scheme: Fin Dept
DIMAPUR, JUNE 16 (MExN): The Finance Department has informed of the revised procedure for deposit towards the Chief Minister’s Health Insurance Scheme (CMHIS).
A notice issued through the DIPR stated that in partial modification to the Finance Department’s OM, 50% of the monthly Medical Allowance amount which is presently being transferred to the Head of Account 8011-00-105-01 – Chief Minister’s Health Insurance Scheme shall be transferred to a particular bank account with effect from July 1. The name of the account is Nagaland CMHIS Account with the account number 100310006020764 and IFSC Code UTIBOSNSCBI at Nagaland State Co-operative Bank Ltd.
All the concerned Banks/DDOs/Treasury Officers/ Heads of SPSUs/ Boards/ Statutory Bodies/ State Corporations, etc have been directed to ensure that the converted amount is deposited/ transferred into the above-mentioned bank account and continue to ensure that the details of employees and pensioners, amounts and deposits/transfers are maintained and that such details are provided to the Principal Director of Treasuries and Accounts every month.
The bank account shall be a joint savings account to be operated jointly by Chief Secretary and Finance Commissioner, while the Finance Department will have custody of the account.
The Health & Family Welfare Department on receipt of the proposal from Nagaland Health Protection Society through the Principal Director, Health & Family Welfare will submit the matter to the Finance Department for approval and issue of cheque.
The balance available under the Head of Account 8011-00-105-01 – Chief Minister’s Health Insurance Scheme will be immediately transferred to the stated bank account, the notice stated.
