DIMAPUR, MAY 27 (MExN): Joint Secretary for the Department of Investment and Public Asset Management (DIPAM), Ministry of Finances, GoI, Rahul Jain visited Zunheboto district from May 24-26 to provide inputs for effective implementation of Jal Jeevan Shakti. He was accompanied by Anenuo Pienyu, scientist-C, CGWB Ministry of Jal Shakti.

      
During the visit, the joint secretary convened a meeting with the Deputy Commissioner and all the departments associated with Jal Jeevan Shakti at DC conference hall. Power point presentation was presented by Nodal Officer and Executive Engineer, Water Resource Department on the percentage of work done, how much remains to be done, the amount of water received from the spring water source and plans for collecting water from the new sources in the next stage. 

While applauding the works implemented by the concerned department, the joint secretary urged officials to ensure that water connection to every household is completed before the targeted date of December 2023. He also advised the department to try and strengthen the spring water sources and make it in such a way that there is no shortage of water even during dry periods. Any expenses borne out of strengthening the source will be covered by the Jal Jeevan Mission, he also assured. 

 

 

 

On May 25, the joint secretary along with the various department officials visited various spring water sources and also interacted with the villagers, village councils and GBs. The team visited Khetoi, VK & Nitokhe block, Aghunato town, Kelto village, Kitami village, Satami and Surumi under Suruhoto, Askhomi village under Zunheboto and also visited Jal Shakti Kendra at Zunheboto. 

During the visit, the team witnessed the various spring water sources, minor irrigation work done by the department under NABARD scheme, Amrit Sarovar at Surumi and recently completed Amrit Sarovar at Asukhomi village and the renovation of village pool at Asukhomi village under MGNERGA.

On May 26, the Joint Secretary convened another meeting with the Deputy Commissioner and all department HODs associated with Jal Jeevan mission. Jain stated that due to difficult terrain they could not visit every source or locations. 

At the meeting, he pointed out that for good water bodies; the two important requirements is good water inlets and waste wear. He also instructed the departments to put signages to shows clear measurement and name of the schemes.

 The joint secretary also requested the land resource department that since they are the custodians of watershed GIS data, they should share the information with other departments and try to organise some technical workshop for all the departments, bring  GIS experts who can teach them on how to use the data. 

 

 

 

To the PHED department, the joint secretary asked them to identify more water sources and pitch forth proposals. He said community participation in the mission was very important and also directed the department to monitor water quality at source and at households at regular intervals with proper record keeping.

To the rural development department, he informed that the GoI has relaxed the one acre norms for all North-east states and therefore encouraged them to identify more water bodies as Amrit Sarovars. He said the government has targeted that by August 15 there should be at least 75 Amrit Sarovar in every district. 

 

 

 

To the forest department, the joint secretary advised them to encourage the people to make rooftop rainwater harvesting structures and if possible supply them with materials. He further added that the department can highlight food model by initiating rooftop water harvesting structures at government buildings. 

The joint secretary said the GoI will be continuously monitor on how many recharge structures are constructed or strengthened, number of springs rejuvenated or revived, how many sources are geo tagged etc and reminded that planning and construction of works are to be completed before June 30, Amrit Sarovar to be completed before August 15.

There will be verification of source and works on October and special Gram Sabha for validation from community on November.
