AKMWP, DUCCF & AWUMT reject nominations to ULBs; want polls

Association of Kohima Municipal Ward Panchayats (AKMWP), Dimapur Urban Council Chairmen Federation (DUCCF) and All Wards Union Mokokchung Town (AWUMK) on Sunday rejected the state government’s decision to constitute advisory councils to various municipal and town councils in the state.

Addressing a joint press meet for the first time at 2K hotel here, AKMWP president Thejao Sekhose, AWUMT president Limanungsang, DUCCF president Tsenthungo Nyamo said that the house decided to ask the state government to hold the ULB elections at the earliest after making necessary rectification and amendment to the Nagaland Municipal Act, wherever it infringes upon Article 371 (A) of the Indian Constitution. This was among the two-point resolution adopted during the meeting.

The members said that since the government was directly involved with the wards through them (the three councils), there was no need for another advisory council.

They said they were not against the government, but was opposed to the November 18, 2021 notification issued by the Municipal Affairs Department.

The three organisations also said that there were various points in the Municipal Act which infringes upon Article 371 (A) and therefore necessary rectification was needed before implementing it. They said the Act was also adopted from other States and therefore was not suitable for Nagaland.

Thejao Sekhose said they were affirmative that their voices would be heard since the government was formed by the people and for the people.

The State government on November 18 issued guidelines for the constitution of advisory council to various municipal and town councils in Nagaland till duly elected ULB members were in place.

It said that the recommendation of names for nomination/appointment as members in all the municipal and town councils should be completed and submitted to the principal secretary, urban development & municipal affairs on or before November 30, 2021.

It may be recalled that in 2017, an attempt to hold ULB elections was faced with stiff resistance from the public which led to a series of unrest in the State capital Kohima and commercial hub Dimapur.
