NSCN (I-M) firm on solution under FA, inclusive of flag, constitution
After the talks between NSCN (I-M) and Centre’s interlocutor for Naga peace talks RN Ravi had hit a deadlock, another round of talks was held here on Monday between former special director of Intelligence Bureau AK Mishra and Th Muivah.
Talking to media persons after the meeting, which went on for nearly three hours, NSCN (I-M)’s collective leadership member Rh Raising said the group had reaffirmed its commitment during the meeting to the Framework Agreement in letter and spirit.
He clarified that NSCN (I-M) did not ask Government of India to give flag or constitution, but only recognise the already existing constitution and flag of the group. Raising asserted that any agreement that was short of flag and constitution was meaningless and would be unacceptable to the people and NSCN (I-M).
Asked about the reason that held back a final solution to the Naga issue, Raising explained that it was a misleading notion that talks were held back, mentioning that talks were continuing and would continue in the future.
He maintained that the foundation (Framework Agreement) was already laid to resolve the Naga political issue and urged other groups to be on board for a final solution to the vexed Naga issue. To a query on whether NSCN (I-M) would sit across the table with other groups for a final solution, he affirmed that solution would be inclusiveand there would be only one solution and one talks.
Raising remarked that both 16 Point Agreement and Shillong Accord betrayed the people and hence failed to provide solution.
Asked about the expected time frame for solution, he said any settlement would be “transitional” and depended on the sincerity and commitment of the negotiating parties.
On AK Mishra being tasked to carry forward the talks, the NSCN (I-M) leader said Mishra was asked to resume talks with the group at the directive of Prime Minister Narendra Modi. Talks were on hold due to Covid-19 pandemic and resumed after Government of India invited NSCN (I-M) to resume talks with Mishra, he added.
On the proposed meeting between NSCN (I-M) leadership and Assam chief minister Himanta Biswa Sarma on Tuesday, Raising said the group had never held talks with any political party leader, except Government of India representatives. He however said talks could be held with the political leaders if they were assigned by the Government of India.
Meanwhile, official sources could not provide information about the arrival time of Sarmatill Monday evening.
Nikki Sumi-led NSCN (K) for ‘one issue, one solution’
Nikki Sumi, on Monday maintained that separate agreements with different Naga political groups will not achieve a final and inclusive solution to the Naga political issue therefore, all the “three entities” should respect each other and come together as one.
Addressing the media at Hotel Saramati here, ‘lt. gen.’ Nikki Sumi, president of NSCN (K) Nikki group insisted that NSCN (I-M), WC/NNPGs and NSCN (K) must come together on one table and face the Naga public for one solution.
He claimed that NSCN (K) was ever ready to join hands with NSCN (I-M) and WC, NNPGs for one solution.
“NSCN (K) will never seek separate entity and, if Naga people longs for all three entities to come together, we are ever ready. NSCK (K) is not against the formation of one entity,” he clarified, adding that when all the three groups come together on one table, Naga solution would be possible.
Nikki urged the public to take the lead in seeking a solution, adding that they should be the ones instructing the three groups. “Nagas should voice out their concern and instruct NSCN (I-M), NNPGs and NSCN (K) what to do,” he added.
On reports about the Centre appointing AK Mishra as interlocutor for Naga talks in place of RN Ravi, Nikki hoped that the appointment of Mishra as the new interlocutor was for the common goal of an “inclusive solution”.
Asked if NSCN (K) had submitted any demand before Government of India, he claimed that his group did not submit any demand as doing so would only create another problem. Clarifying that he was not against ‘Framework Agreement’ or ‘Agreed Position’, Nikki said his group would study both and raise issues concerning Nagas after consultation with the public. Asked if his group would meet Mishra, Nikki informed the media that that they had received “green signal” to meet him though they would do so in Delhi later. On the opposition-less government United Democratic Alliance, Nikki remarked that dissolving the Assembly would have been seen as a much more sincere move on the part of the legislators, if they truly wanted solution.
On the issue of separate Naga flag and constitution, he pointed out it was not right on his part to comment and maintained that the public should decide the matter.
Regarding multiple taxation, Nikki wondered how a government would function without tax and donations. He, however, admitted that business establishments suffered due to multiple taxations, but maintained that it was not only the “undergrounds”, but also the “over ground” government collecting taxes. He opined that there was a chance that government departments could also be misusing funds by ways of manipulating audit reports.
“Taxes are collected both by the government and underground groups, but the blame is always shifted to the undergrounds only,” he observed, but pointed that it was necessary to pay tax, though it would not be necessary post solution.
MIP kilonser and supervisor of Cease Fire Supervisory Board Nikato Pilot, who took spoke to the media, maintained that the purpose of the press meet was to make the people understand about NSCN (K)’s stand on the Naga political issue. He claimed that NSCN (K) was transparent and was meant for the larger interest of the people.
